Madison, James (1751-1836), Letter Signed, June 22nd, 1807, one page, as Secretary of State, a circular letter to the Collectors of Customs in various port cities demanding that they stop issuing commissions to any private, armed vessels and that all such applications be sent to the State department for review and issuance, (very good).
