Likely American, third quarter 20th century. A tall and heavy mid century modern silver plated metal floor lap with central cylindrical shaft over large round disc foot, the shaft surmounted by bifurcated swiveling arm at top with each arm holding a 21" moveable shaft with handle on one side and socket with domed shade to opposite side, the shade with independent handling ring to rim, each section having a whale tail form knob for adjusting and locking. Height to top of fork approximately 63.75", width with both arms fully extended outward approximately 58".
